Response to RFI: Prevention to Workplace Violence in Healthcare and Social Assistance

This document was prepared by the Emergency Nurses Association (ENA) in response to a Request for Information (Docket No. OSHA—2016–0014) solicited by the U.S. Department of Labor, Occupational Safety and Health Administration. The enclosed response addresses specific questions about the prevention of and response to workplace violence in U.S. emergency departments (ED), based on research conducted with emergency nurses from 2009 to 2015.

ENA Joins Coalition of Nursing Organizations in Requesting Congressional Support for Nursing Workforce Development Programs and the National Institute of Nursing Research

The 54 undersigned members of the Nursing Community respectfully request $244 million for the Health Resources and Services Administration’s (HRSA) Nursing Workforce Development programs (authorized under Title VIII of the Public Health Service Act [42 U.S.C. 296 et seq.]) and $160 million for the National Institute of Nursing Research (NINR), one of the 27 Institutes and Centers within the National Institutes of Health (NIH) as you work to complete your FY 2018 appropriations bill.

ENA Joins Mental Health Liaison Group in Sending Letter to Congressional Leadership in Support of Mental Health and Substance Abuse Care

The Mental Health Liaison Group (MHLG) wishes to express serious concern about recent proposals that would restructure the long-standing and fundamental federal-state financing partnership of the Medicaid program. Such efforts could adversely impact the 14 million vulnerable people living with mental or substance use disorders who depend heavily on Medicaid coverage.

ENA Joins Coalition Letter in Support of the Mental Health and Substance Abuse Treatment Accessibility Act of 2017

We would urge Congress to pass Mental Health and Substance Abuse Treatment Accessibility Act of 2017, which provides loans and loan guarantees on favorable yet responsible terms to qualifying psychiatric and substance use facilities. The bill establishes a fund to hold and eventually make available any money generated from the loan and loan grantees to expand community based outpatient care.

President Obama Signs 21st Century Cures Act

The 21st Century Cures Act, signed into law in December 2016, includes comprehensive mental healthcare reform and funding to address the opioid and heroin crisis. Key elements in the Act that will improve the treatment of those suffering from serious mental illnesses include the elimination of the prohibition on same-day billing for mental health and primary care services in Medicaid, additional resources for suicide prevention and expanded crisis intervention training for first responders.
